Since 2010 the devices have stopped approximately 125,000 drunk drivers from getting behind the wheel.  An NIAA Final Report stated, “There is clear evidence that the ignition interlock device, installed in the offender’s vehicle, is substantially more effective than license suspension in deterring DUI recidivism. It also appears that the overall reduction in recidivism realized by interlock use is enhanced by not only immediate, but increased duration of installation – a sanction effect not observed for license suspension.” This is great news for all drivers, including those who have had their license suspended because of a DUI or DWI. In California, the pilot program is being used in Alameda, Los Angeles, Sacramento, and Tulare Counties. The program requires drivers who have been convicted of driving under the influence of alcohol to have the IID installed in order to keep their driver’s license.  Any first time DUI conviction in these counties requires specific steps to have a reinstated license:

  • Have a state certified ignition interlock device installed on all vehicles that will be driven by the offender
  • Complete an alcohol education program

The courts are given discretion to us the IID as a condition of receiving restricted driving privileges. Current law does not make ignition interlock devices mandatory for first time offenders in other California counties. However, because they address safety concerns so effectively, more and more California drivers are installing ignition interlock devices voluntarily.

An IID is a small device that connects into the ignition of a DUI offender’s vehicle and measures a user’s breath alcohol concentration. An IID prevents a vehicle’s engine from starting until the driver has provided a breath sample that is below the legal limit set by the state.  If the driver’s breath sample is above the state limit, the vehicle will not start. It also requires retesting throughout their drive.

After 2013 studies were completed, the AAA Foundation for Traffic Safety has found that “… results seem to indicate that if you provide these more serious DUI offenders with a legal way to drive (e.g. sober and only in a vehicle with operational Interlock), most will obey the law, thus protecting the public safety and themselves. In contrast, under license suspension, many or most of the same types of serious DUI offenders will continue to drive and frequently will do so intoxicated.”  Also, DMV reports found that IIDs are 74% more effective than licenses suspensions in preventing repeat DUIs for first-time offenders.

Because of the success of the pilot program, some insurance companies offer rate reductions and cheap SR22 insurance for those who voluntarily install an ignition interlock device.
